During the state of fasting, if masturbation occurs, the fast is broken, and it requires Qaza (making up for the missed fast) without the necessity of Kaffara (expiation).
Imam Marghinani(رحمۃ اللہ علیہ) states:
و من جامع فيما دون الفرج فانزل فعليه القضاء
(مرغينانی، الهداية شرح البداية، 1: 125، المکتبة الاسلامية)
(ابنِ همام، شرح فتح القدير، 2: 341، بيروت، دارالفکر)
“And if one engages in sexual intercourse during fasting, with ejaculation occurring outside the private parts, then Qaza (making up for the missed fast) is obligatory, and there is no requirement for Kaffara (expiation).”
